【摘要】 建设区域科技创新中心是国家加快培育新质生产力步伐、实现高质量发展的重要抓手。既有研究多从资源禀赋或政策工具视角解释区域科技创新中心绩效，较少揭示其在外部冲击与不确定性背景下，如何通过多主体互动形成适应性演化。通过引入复杂适应系统理论，构建“环境驱动-网络交互-行为响应”的分析框架，对美国硅谷、新加坡、芬兰进行比较历史分析，研究发现：第一，环境压力通过刺激创新系统并被适应性主体感知，进而触发系统自组织重构；第二，网络交互通过关系重组与路径创新等机制，成为系统抵御不确定性并实现适应性发展的结构支撑；第三，适应性主体对环境压力的感知与策略互动推动创新系统演化，更通过反馈机制形成一个完整的适应性循环。研究结论为中国特色区域科技创新中心构建动态治理体系、提升复杂环境下的适应能力提供了理论依据与实践镜鉴。更多还原

【Abstract】 Building regional science and technology innovation centers serves as a crucial lever for accelerating the cultivation of new productive forces and achieving high-quality development at the national level. Existing study often explains the performance of regional innovation centers through resource endowments or policy instruments, with limited exploration of how these centers undergo adaptive evolution through multi-actor interactions amid external shocks and uncertainties. This study introduces Complex Adaptive Systems Theory to construct an “Environmental pressure-Network interaction-Behavioral response” analytical framework. Through comparative historical analysis of Silicon Valley, Singapore, and Finland, the study finds: First, environmental pressures stimulate innovation systems and are perceived by adaptive agents, triggering self-organizing restructuring of the system; Second, network interactions serve as structural supports for systems to withstand uncertainty and achieve adaptive development through mechanisms like relational restructuring and path innovation. Third, adaptive agents’ perception of environmental pressures and strategic interactions drive innovation system evolution, forming a complete adaptive cycle through feedback mechanisms. These findings provide theoretical foundations and practical insights for constructing dynamic governance systems and enhancing adaptive capabilities in complex environments for regional science and technology innovation centers with Chinese characteristics.更多还原
