【Abstract】 The evolution of global production networks is a historical process marked by the dynamic interaction between endogenous forces pursuing economic efficiency and exogenous forces serving national power and security. In contemporary times, it is characterized by a new feature of blurred boundaries and deep coupling between these two forces. Its evolutionary logic is shifting from an efficiency-oriented focus to one dominated by a “trilemma” where the three conflicting and constraining objectives of efficiency, security, and sustainability prevail. The politicization of technology and the “weaponization” of green rules are core manifestations of this fusion of endogenous and exogenous forces, compelling countries to make difficult trade-offs that have fostered a restructuring pattern characterized by the coexistence of localization, regionalization, and diversification. This conclusion not only provides a new theoretical lens for understanding the long-term evolution of global industrial chains but also offers deep logical support for policymakers in building an autonomous, controllable, secure, and efficient modern industrial system in an era of “compound crises”.更多还原
