【摘要】 儿童福利政策体系是保护儿童权利、尊重儿童人格、保障儿童成长的“安全网”,是社会福利体系重要组成部分。在外部压力传导、内外环境交互和内部政策循环等多重机制驱动下，我国的儿童福利政策经历了从生存型投资到补缺型投资再到适度普惠型投资三个政策发展阶段，呈现出带有鲜明“社会投资”特征的政策演进路径。未来，需在“投资于人”的国家战略布局下，持续优化儿童福利政策动力机制，以政策体系的制度吸纳、风险回应、价值引导、过程转化、动态调适和自我校准能力为抓手，为儿童福利的高质量发展构筑安全稳固的制度基础。更多还原

【Abstract】 The child welfare policy system serves as a "safety net" for protecting children’s rights, respecting their dignity, and ensuring their healthy development; it is an integral part of the social welfare system.Driven by multiple mechanisms—including the transmission of external pressures, the interaction between internal and external environments, and internal policy cycles—China’s child welfare policies have undergone three developmental stages: from survival-oriented investment to gap-filling investment, and finally to moderate universal investment, tracing a policy evolution path characterized by distinct features of "social investment".Looking ahead, under the national strategic framework of "investing in people",we will continue to optimize the driving mechanisms of child welfare policies.By focusing on the policy system’s capacity for institutional absorption, risk response, value guidance, process transformation, dynamic adaptation, and self-calibration, we will build a secure and stable institutional foundation for the high-quality development of child welfare.更多还原
