【摘要】 我国体育治理现代化理论框架正逐渐完善，但相关社会主体在合作中仍存在着信任不足、缺乏规范、参与网络空洞等社会资本问题，正在潜在威胁着我国青少年体育俱乐部的内涵式高质量发展。采用文献资料法、专家访谈法、逻辑分析法对我国青少年体育俱乐部进行研究发现：现阶段青少年体育俱乐部在普及开展、师资保障、竞赛体系和社会支持等方面没有构建起真正有效的社会网络。多部门间的摩擦与间隙导致政策文件缺乏衔接性、管理内容存在相互矛盾、不能自洽等现象。政策与实际执行之间的反差将无法满足青少年、家长和学校等参与主体的心理预期，使得家长与教师均难以对青少年体育俱乐部的举措完全信任，共同愿景存在程度和方向的偏差等问题。认为我国青少年体育俱乐部发展与治理应围绕：（1）分层级设置、优化青少年体育俱乐部的社会网络；（2）规范青少年体育俱乐部推进中的政策与实施，赢得参与者的信任；（3）健全青少年体育俱乐部的文化建设。更多还原

【Abstract】 The theoretical framework of sports governance modernization in our country is gradually improving, but there are still some social capital problems such as insufficient trust, lack of norms and empty participation network in the cooperation of relevant social subjects, which are potential threats to the conformal high-quality development of Chinese youth sports clubs. Using the methods of literature, expert interview and logic analysis to research the teenagers’ sports club of our country, we found that at the present stage teenagers’ sports club has not constructed an effective social network in the aspects of popularization, teachers’ guarantee, competition system and social support. The frictions and gaps between multiple departments lead to the lack of cohesion of policy documents, contradictory management content, and inconsistency. The contrast between the policy and the actual implementation will not meet the psychological expectations of the participants such as teenagers, parents and schools, so that parents and teachers are difficult to fully trust the measures of youth sports clubs, and there are problems such as the deviation of the degree and direction of the common vision. It is suggested that the development and governance of teenagers’ sports club in our country should focus on:(1) to set up and optimize the social network of teenagers’ sports club;(2) Standardize the policies and implementation of youth sports clubs to win the trust of participants;(3) Improve the cultural construction of youth sports clubs.更多还原
