【摘要】 目前,我国经济社会发展不平衡不充分问题仍然较为突出。在数字经济快速发展的背景之下,愈发凸显的“数字鸿沟”问题,成为我国区域均衡发展的新问题和新障碍。研究数字鸿沟影响区域旅游经济均衡发展的机制,以及应对的弥合策略,是旅游研究亟须关注的重要议题。文章在评述数字鸿沟研究文献的基础上,探讨了数字鸿沟与区域旅游经济均衡发展研究的可能论域。首先,要厘清数字鸿沟对区域旅游经济发展的影响,提炼数字鸿沟理论发展中的重要科学问题,结合数字鸿沟的概念及关键载体,解析研究对象的维度。其次,要结合区域旅游经济发展具体情境,界定和厘清数字鸿沟的内涵、类型,并对数字鸿沟内涵进行操作性细化,通过构建测度体系进行科学评估。然后,从数字鸿沟的技术、社会、经济属性角度,分析数字鸿沟对区域旅游经济均衡发展的影响,并从旅游者、企业、产业等维度分析和研究数字鸿沟影响区域旅游经济均衡发展的具体机制和机理。最后,明晰弥合数字鸿沟的价值指向和基本理念,分析与研究相应政策体系和治理办法。这些研究对“十五五”期间提升“数字中国”质量,将具有重要的政策参考及应用价值。更多还原

【Abstract】 The problem of unbalanced and inadequate development in China remains pronounced. With the backdrop of rapid digital economic advancement,the “digital divide” has increasingly emerged as a new challenge and barrier to balanced regional development. Consequently,investigating the mechanisms through which the digital divide affects balanced regional tourism economic development,and formulating effective bridging strategies,has become an urgent priority for tourism research. Based on a review of existing literature on the digital divide,this paper explores potential research fields concerning the relationship between the digital divide and balanced regional tourism economic development. Specifically,it first clarifies the impact of the digital divide on regional tourism economies,identifies key scientific questions in the theoretical evolution of digital divide research,and delineates the conceptual dimensions and critical carriers of the phenomenon. Second,by contextualizing the unique characteristics of regional tourism development,the study defines and refines the connotation and typology of the digital divide,operationalizes its conceptualization,and proposes a scientific measurement framework for empirical assessment. Third,drawing on the technological,social,and economic attributes of the digital divide,the paper analyzes its influence on balanced regional tourism development and examines the underlying mechanisms through multiple lenses,including tourists,enterprises,and industrial systems. Finally,it articulates the normative values and guiding principles for bridging the digital divide and explores corresponding policy frameworks and governance approaches. The findings offer significant policy insights and practical relevance for enhancing the quality of “Digital China” during the upcoming 15 th Five-Year Plan period.更多还原
