The “ Return of Sichuan University to the People’s Hands” in the Early Years of New China and Its Influence
【Abstract】 In the early days of the People’s Republic of China, the urgent task for the Communist Party of China(CPC) and the people’s government was to establish a new order. A crucial part of this effort was taking over institutions of higher learning to transform higher education. Previous research has mostly focused on the takeover of church-run schools and private institutions, neglecting the takeover of public universities. This study focuses on the takeover and transformation of public universities, which will cast light on how a new order in higher education was rebuilt in the early years of the People’s Republic.Based on primary sources such as historical archives and newspapers, this study conducts a detailed examination of the process during which the Chengdu Military Control Commission took over Sichuan University in the early years of the People’s Republic. It shows how, through the joint efforts of the military representatives and the university’s faculty and students, Sichuan University was “returned to the hands of the people.” Through concrete actions such as disseminating the CPC’s policies and supplying relief materials, ideological and political education was strengthened, winning the faculty and students’ goodwill toward the CPC and their identification with the new government. The formation of the new administrative structure not only maintained stability within the university but also effectively implemented the educational policies of the people’s government. The investigation organized by the new government produced an inventory of the University’s existing resources. Streamlining the faculty and administrative staff not only purified the workforce and alleviated the financial burden on the government but also solidified the new government’s educational foundation and reduced resistance to university reforms. The consolidation of existing curricula, elimination of outdated political courses, and introduction of new courses laid the groundwork for subsequent curriculum reforms and ideological and political education. The takeover of Sichuan University was relatively successful, achieving a stable transition for the institution. It transformed Sichuan University from a “typical semi-colonial and semi-feudal university” to one truly “people’s university, ” establishing a new order and laying a solid foundation for the university’s subsequent development. This successful takeover served as a model for the takeover of cultural and educational institutions in western Sichuan, providing valuable experience for the new people’s government in its takeover efforts in Chengdu and Sichuan Province, thereby contributing to the establishment and development of the people’s educational cause. The multifaceted reforms and transformations of Sichuan University during the transition of political power present complex dimensions. By summarizing the experiences and issues in the takeover process, this study deepens the understanding of the establishment of a new order in higher education and the shift toward a people-oriented educational stance in the early years of the People’s Republic of China.
