【摘要】 “十五五”规划纲要在关于涉外国家安全工作的部署中提出，“加强反制裁、反干预、反‘长臂管辖’斗争”，彰显以习近平同志为核心的党中央对涉外法治工作体系性理解的不断深化。“反制裁、反干预、反‘长臂管辖’”法治体系，既是涉外法治体系的子系统，也是涉外国家安全机制的有机组成部分。未来，需研究制定反制外国非法干预的法律制度，坚持立改废释并举，不断完善我国涉外法律法规中的反制措施，提高涉外反制措施的整体效能；探索建立维护国家利益的诉讼检察制度，健全相关法律实施体系；构建协同贯通的执法协调机制，提升执法水平；充分发挥人民法院职能作用，提高司法层面的反制效能。更多还原

【Abstract】 The Draft Outline of the 15th Five-Year Plan for Economic and Social Development states, in its arrangements for foreign-related national security work, that it is necessary to "fight against foreign sanctions, interference, and ’long-arm jurisdiction’", which demonstrates the deepening systematic understanding of relevant foreign-related rule of law work by the Party Central Committee with Comrade Xi Jinping at its core. The "fight against foreign sanctions, interference, and ’long-arm jurisdiction’" legal system is a subsystem of the foreign-related legal system and an organic component of the foreign-related national security mechanism. Looking forward, it will be necessary to study and formulate legal systems to counter illegal foreign intervention, adhere to the simultaneous advancement of legislation, amendment, repeal and interpretation, continuously improve the countermeasures in China’s foreign-related laws and regulations, and enhance the overall efficacy of foreign-related countermeasures. It is imperative to explore the establishment of litigation and procuratorial systems for safeguarding national interests and improve the implementation system of relevant laws. Additionally, it is important to build a coordinated and integrated law enforcement coordination mechanism to raise the law-based level of law enforcement. Last but not least, greater importance should be attached to the role of the People’s Courts to enhance the effectiveness of judicial countermeasures.更多还原
