【摘要】 湄公河地区“光明行”系列项目是中国参与区域卫生治理的一项“小而美”实践。项目通过为区域贫困患者提供免费白内障复明手术，有效改善区域民众健康状况，促进了当地眼科医疗能力建设，带来了显著的社会经济和人文效益，在一定程度上弥补了区域卫生健康公共产品的供给不足。然而，项目在推进过程中仍存在“搭便车”现象、多边协调机制欠缺、当地医疗基础薄弱以及受益群体失衡等问题。未来，为更加有效应对区域卫生治理难题，需兼顾供给效率与公平，推动项目更加“可感可及”。要完善多边协调机制、扩大地理和信息覆盖、持续加强本地能力建设、讲好“光明行”故事，进一步凸显湄公河地区“心联通”的积极内涵，为区域公共产品的理论发展提供中国经验与中国智慧。更多还原

【Abstract】 The “Brightness Journey” program in the Mekong region exemplifies China’s targeted contribution to regional health governance through a “small and beautiful”(smallscale, high-impact) Project. By providing free cataract surgeries to under-served populations, the initiative has improved public health outcomes, enhanced local medical capacity, and delivered tangible social, economic, and humanitarian benefits, thereby partially mitigating the regional deficit in public goods. However, the program faces persistent challenges, including uneven costsharing, asymmetries in responsibility allocation, limited medical infrastructure, and restricted coverage. To optimize its impact, future implementation must prioritize balancing efficiency and equity in resource allocation. Strategic imperatives include establishing a multilateral framework for shared responsibility, expanding geographic and informational reach, strengthening local capacity for sustainable development, and effectively communicating the program’s narrative. By fostering mutual understanding within the region, the “Brightness Journey” offers distinct Chinese perspectives to the evolving theory of regional public goods.更多还原
