【摘要】 我国现阶段面临内需不足、居民就业与增收压力加大的发展难题，同时叠加外部需求不确定性加剧，在此背景下，构建消费驱动的内需扩张模式成为应对短期市场波动、推动长期经济结构调整的关键路径。平台经济凭借数字技术创新与网络效应，成为激活消费潜力、畅通国内大循环的关键引擎。相关作用机制可从以下四个维度展开：通过供需精准匹配激活消费增量与服务消费新业态，依托供应链数字化重构实现降本增效与市场扩容，借助技术溢出效应强化产业链韧性并联通国内外市场，凭借新就业形态与创业生态促进就业增收。但上述赋能机制仍面临多重挑战，包括市场垄断和不正当竞争、数据安全隐患与隐私保护不足、数字鸿沟、标准壁垒、治理体系不完善等。对此，应提升市场监管水平，数据保护与开发结合，深化实数融合与普惠赋能，以标准创新引领竞争优势，健全常态化平台治理体系，从而破解发展瓶颈，充分释放平台经济促消费扩内需的综合效能。更多还原

【Abstract】 China is confronted with development challenges such as insufficient domestic demand and increasing pressures on residents’ employment and income growth. Amid rising uncertainties in external demand, fostering a consumption-driven model for expanding domestic demand has become crucial for mitigating short-term market volatility and advancing long-term economic structural adjustment. Driven by digital technology innovation and network effects, the platform economy has emerged as a key engine for activating consumption potential and facilitating the unimpeded flow of the domestic economic cycle. These mechanisms operate across four dimensions: activating incremental consumption and new service consumption formats through precise supply-demand matching; achieving cost reduction, efficiency gains, and market expansion via digital restructuring of supply chains; strengthening industrial chain resilience and connecting domestic and international markets through technology spillover effects; and promoting employment and income growth through new forms of employment and entrepreneurial ecosystems. However, these empowering mechanisms still face multiple challenges, including market monopolies and unfair competition, data security risks and inadequate privacy protection, the digital divide, standards barriers, and an imperfect governance system. Accordingly, targeted policy recommendations are proposed: strengthening market regulation, integrating data protection with development, deepening the integration of the digital and real economies alongside inclusive empowerment, advancing standard innovation to foster competitive advantages, and improving the regularized platform governance system. These measures are designed to break through development bottlenecks and fully release the comprehensive effectiveness of the platform economy to boost consumption and expand domestic demand.更多还原
