【摘要】 “十五五”时期（2026—2030年）是黑龙江省加快农业强省建设、全面推进乡村振兴的关键攻坚阶段，畜牧业作为全省农业农村经济的核心支柱产业，其高质量发展直接关系国家食物安全保障、黑土地资源保护与农业产业结构优化升级全局。本文立足黑龙江省畜牧业发展实际，系统梳理当前产业发展的基础条件与阶段性成效，深入剖析产业发展中存在的结构性、资源性、技术性突出瓶颈，科学研判“十五五”时期产业发展面临的政策、市场、技术、资源等多重机遇与挑战，明确产业发展的战略定位、总体思路与主要方向，提出针对性、可落地的重点发展路径，为黑龙江省畜牧业高质量发展提供科学、严谨的理论支撑与实践指引，助力筑牢国家农产品安全屏障、推动农业强省建设与乡村全面振兴。更多还原

【Abstract】 The "15th Five-Year" period(2026—2030) is a critical stage for Heilongjiang Province to accelerate the construction of an agricultural powerhouse and comprehensively promote rural revitalization. As the core pillar industry of the province’s agricultural and rural economy, the high-quality development of the livestock industry is directly related to national food security, the protection of black soil resources, and the optimization and upgrading of the agricultural industrial structure. Based on the actual development of the livestock industry in Heilongjiang Province, this paper systematically reviews the current foundation and phased achievements of the industry, deeply analyzes the prominent structural, resource, and technical bottlenecks in its development, and scientifically evaluates the multiple opportunities and challenges facing the industry during the "15th Five-Year" period regarding policy, market, technology, and resources. It clarifies the strategic positioning, overall approach, and main directions of the industry’s development, and proposes targeted and implementable key development paths. This study aims to provide a scientific and rigorous theoretical basis and practical guidance for the high-quality development of the livestock industry in Heilongjiang Province,thereby helping to consolidate the national agricultural product safety barrier and promote the construction of an agricultural powerhouse and comprehensive rural revitalization.更多还原
