【摘要】 根本固者，华实必茂；源流深者，光澜必章。党的二十大报告首次明确提出“加快建设农业强国”。生物农业具有农业生物科技创新、农业生态产业融合、生物农业“新农人”培育三大特征，发展生物农业是丰富食物供给来源、催生农业新质生产力、助推农业强国目标实现的重要途径。研究表明，中国生物农业政策的主题特征表现为鼓励农业生物科技创新与基础研究、支持科技成果转化与产业融合、提升生物育种重点领域竞争力等多个方面；随萌芽期、成长期、转型期变化，中国生物农业政策呈现出由单一性向多元化发展的时序趋势，体现了以系统思维布局，通过区域合力驱动的动能模式，为中国特色农业强国建设凝心聚力。当前生物育种、农资企业、参与主体等方面仍面临现实桎梏，应以“筑基、秉新、扎根、固本”的思维谋划实践进路，重点强化多规划协同、多链条融合、多主体参与、多渠道扶持等方面的政策力度，提升生物农业核心竞争力，实现农业强国建设宏伟愿景。更多还原

【Abstract】 If the root is solid, the fruit will flourish; if the source is deep, the glory will shine through. The report of the Twentieth National Congress of CPC explicitly proposed "accelerating the construction of a strong agricultural country" for the first time. Bio-agriculture, with its three major features of agricultural biotechnology innovation, agro-ecological industrial integration and cultivation of bio-agricultural "new farmers", is an important pathway to enrich the source of food supply, generate new agricultural productivity and promote the realization of the goal of a strong agricultural country. The study shows that the thematic features of China’s bio-agriculture policy are encouraging agricultural biotechnology innovation and basic research, supporting the transformation of scientific and technological achievements and industrial integration, and enhancing the competitiveness of key areas of bio-breeding and other aspects; with the changes in the germination period, growth period, and transition period, China’s bio-agriculture policies present a chronological trend from unitary to diversification and embodies the kinetic energy mode of laying out a systematic mindset, driven by the synergy of the region, which has provided a solid foundation for the construction of a strong agricultural country with Chinese characteristics. Meanwhile, it’s essential to break the real shackles of bio-breeding, agricultural enterprises, participation in the main body and other aspects, and plan the practice in the way of "building a foundation of food security, upholding the new science and technology, rooting in sustainable transformation, cultivating new farmers", focusing on strengthening policy force of multi-planning synergy, multi-chain fusion, multi-principal participation, multi-channel support, to enhance the core competitiveness of bio-agriculture,and realize the goal of building a strong agricultural country.更多还原
