【摘要】 教育数字化已成为推动教育现代化的核心驱动力，是加快形成教育“新质生产力”的重要路径。在教育强国战略与教育高质量发展目标的双重引领下，地方高校作为服务区域经济社会发展、培养急需人才的重要基地，必须主动推进数字化转型，以应对新时代教育发展的迫切需求。本文立足于国内外数字技术赋能教育教学的政策背景与研究现状，以西部地方高校为研究对象，深入剖析其在数字基础设施建设与体制机制、教师教学理念与角色转型、数字素养及数字化教学研究与创新能力等方面存在的现实问题。据此提出“夯实数字底座、更新教育理念、提升数字素养、强化创新融合”的四维应对策略，包括优化数字基建与管理体制、重塑教师角色与评价机制、构建分层培训体系、打造教研创新生态等具体可操作举措，为西部地方高校破解数字化转型困境、实现教育教学高质量发展提供实践路径与参考。更多还原

【Abstract】 Digital education has become a key driving force in promoting the modernization of education, and an important pathway to accelerating the formation of "new quality productive forces" in education. Guided by both the national education power strategy and the goals of high-quality educational development, local universities, which serve as crucial bases for supporting regional economic and social developments and cultivating urgently-needed talents, must actively advance digital transformation to meet the pressing demands of educational developments in the new era. Based on the policy context and research status of digital technology-empowered education both at home and abroad, the paper takes local universities in Western China as the research object, and conducts an in-depth analysis of their practical challenges in digital infrastructure construction and institutional mechanisms, transformation in teachers’ teaching philosophies and roles, digital literacy, and innovative capabilities in digital teaching. On this basis, a four-dimensional response strategy of "consolidating digital foundations, updating educational concepts, improving digital literacy, and strengthening innovative integration" is proposed, which includes specific operable measures for optimizing digital infrastructures and management systems, reshaping teachers’ roles and evaluation mechanisms, constructing a hierarchical training system, and building a teaching and research innovation ecosystem.
