省域耕地细碎化评价与整治分区研究——以山东省为例

【摘要】 开展耕地细碎化评价与分区整治研究,是优化土地资源配置、保障粮食安全、促进农业现代化的重要举措,为优化耕地细碎度治理模式、提升耕地可持续利用提供参考依据。以山东省各区县为基本研究单元,从资源规模性、空间集聚性、利用便利性3个方面评价山东省耕地细碎化程度,同时结合自然间断点法与三维魔方图解法对山东省各区县耕地进行整治分区。从空间分布上看,山东省耕地细碎化地域分异规律显著,呈现出以鲁东沿海区及鲁中山地丘陵区为中心向四周递减的空间格局特征。从数量结构来看,细碎化程度处于低值区、中值区、高值区的区县占比分别为58%、33%、9%。在对山东省耕地进行细碎化评价的基础上,根据各区域耕地不同的细碎化属性组合特点,将山东省划分为优化提升区、重点整合区、综合整治区3类耕地细碎化整治引导分区,并针对不同分区存在的主要问题提出土地整治的策略和整治方向。

【Abstract】 Evaluating cultivated land fragmentation and conducting zoning for land consolidation are important measures for optimizing land resource allocation, ensuring food security, and promoting agricultural modernization, which provide a reference for improving the governance model of cultivated land fragmentation and enhancing the sustainable use of arable land. Taking counties and districts of Shandong Province as the basic research units, this study evaluates the degree of cultivated land fragmentation from three aspects: resource scale, spatial agglomeration, and utilization convenience. Meanwhile, it combines the natural breaks method with the three-dimensional cube diagram method to carry out land consolidation zoning for each county and district. From the spatial distribution perspective, the regional differentiation of cultivated land fragmentation in Shandong Province is remarkable, characterized by a decreasing trend radiating outward from the coastal areas of eastern Shandong and the mountainous and hilly areas of central Shandong. In terms of quantitative structure, the proportions of counties and districts with low, medium, and high fragmentation levels are 58%, 33%, and 9% respectively. Based on the evaluation of cultivated land fragmentation and the combination characteristics of fragmentation attributes in different regions, Shandong Province is divided into three guiding zones for land consolidation: the optimization and improvement zone, the key integration zone, and the comprehensive consolidation zone, and then land consolidation strategies and directions are proposed to address the main problems existing in each zone.
