【Abstract】 Finance constitutes the core of the modern economy. As a paramount national priority, finance is intrinsically linked to the advancement of Chinese modernization. Against the backdrop of deepening global economic integration,the central authorities have delineated the strategic mission of Shenyang and Dalian within Northeast Asia’s internationalization process. As vital central cities in Northeast China and the broader Northeast Asian region, Shenyang and Dalian bear the core mandate of jointly establishing a regional financial center for Northeast Asia. A robust international financial center serves as the focal point for concentrating the strengths necessary to build a financially powerful nation. The intrinsic logic and key drivers propelling the development of the Shenyang-Dalian Northeast Asia Regional Financial Center lie in excellent financial industry performance, strong institutional capacity, substantial financial market scale, and an open financial ecosystem. Its construction must be underpinned by the following framework and implementation pathways: upholding the Party’s leadership, leveraging geographical advantages and existing developmental foundations, adhering to the guidance of the New Development Philosophy,and cultivating a high-caliber financial talent pool.更多还原
