【摘要】 促进区域创新收敛进而缩小区域创新差距已成为推动我国空间格局优化与区域协调发展的必然选择。本文基于2013—2022年中国省级面板数据,系统分析了新基建对区域创新收敛的影响机制及异质性特征。研究发现:新基建显著促进了区域创新收敛,该结论在变换空间权重矩阵与考虑滞后效应等方法在内的一系列稳健性检验中依然成立;机制研究表明研发人员流动与高新技术企业选址是2条主要路径,其中研发人员的流入和流出相比高新技术企业选址的影响更为显著;异质性分析表明在北方地区和传统基建水平较高的省份,新基建对创新收敛的促进作用更为明显。本研究结果有助于认识新基建对重塑中国区域创新空间的影响,对探索实现区域创新收敛的有效路径具有重要的现实意义。更多还原

【Abstract】 Based on the theory of circular and cumulative causation, this study examines the impact of new infrastructure(NIF) on regional innovation convergence from the perspective of the interaction between polarization effect and trickle-down effect. Using panel data from 30 Chinese provinces(excluding Tibet, Hong Kong, Macao,and Taiwan) from 2013 to 2022, this study constructs a comprehensive evaluation index system for NIF, employs an analytical framework of absolute β-convergence and conditional β-convergence within spatial autoregressive models(SAR) and spatial error models(SEM), and empirically tests the direct effect, mediating mechanism, and heterogeneous characteristics of NIF. The main findings are as follows: first, NIF significantly boosts regional innovation convergence, and this conclusion remains valid after mitigating endogeneity concerns and conducting a battery of robustness tests. A 1-unit increase in the NIF level narrows the innovation gap between regions by about 0.557 units, indicating that NIF facilitates the rational allocation of innovation resources and improves the equity of regional innovation opportunities. Second, the flow of R&D personnel mediates the relationship between NIF and re’gional innovation convergence, whereas high-tech enterprises location choices do not yet exhibit a significant innovation convergence effect at the current stage. Specifically, NIF contributes to regional innovation convergence by promoting knowledge spillovers and increasing the supply of R&D personnel in less innovative regions. However, as’ NIF is still in its early construction phase, the mechanism through which it guides high-tech enterprises location decisions to narrow regional innovation gaps has not yet fully materialized. Third, the promoting effect of NIF on regional innovation convergence is more pronounced in northern China and provinces with sound levels of traditional infrastructure. This phenomenon can be explained by two reasons: first, influenced by the law of diminishing marginal returns, the innovation spillover dividends of NIF in southern regions may have been released earlier; second,traditional infrastructure provides the necessary physical carriers and foundational environment for the operation of NIF. The synergistic integration of traditional and new infrastructure significantly enhances the support efficiency of digital technologies for innovation activities, thereby more effectively narrowing the innovation gap in regions with better foundational conditions.更多还原
