【摘要】 区域创新是国家创新资源布局的地域体现和国家创新体系构建的重要组成部分。文章聚焦科学基金支持区域基础研究及应用基础研究的国际案例比较,系统梳理并剖析国内外改革实践,凝练其在组织机制、跨主体协同与绩效治理方面的经验启示。面向“十五五”,为进一步深化科技体制机制改革,加强区域创新资源统筹和力量组织,文章提出以下针对性建议:一是坚持目标导向和问题导向相结合,进一步优化区域创新发展联合基金决策咨询和组织实施体系;二是探索区域有组织攻关新模式,进一步强化科产教深度融合和企业科技创新主体地位;三是强化动态管理与评估,提升区域创新发展联合基金投入效能。更多还原

【Abstract】 Regional innovation represents the spatial manifestation of a nation’s innovation resource layout and is a key component of building a national innovation system.This paper focuses on an international comparative study of cases where science foundations support regional basic and applied basic research.It systematically reviews and analyzes various reform practices both in China and in other nations,distilling lessons and insights regarding organizational mechanisms,cross-entity coordination,and performance governance.Looking ahead to the "15th Five-Year Plan" period,and in order to further deepen reforms of the science and technology system,enhance the coordination of regional innovation resources,and strengthen organizational synergy,this paper proposes the following targeted recommendations:First,adhere to the integration of goal-orientation and problem-orientation to further refine the decision-making consultation and organizational implementation systems for the Regional Innovation and Development Joint Fund.Second,explore new models for regional organized research to deepen the integration of industry-academiaresearch,while solidifying the primary position of enterprises in technological innovation.Third,strengthen dynamic management and performance evaluation to improve the investment efficiency of the Regional Innovation and Development Joint Fund.更多还原
