【摘要】 基于提升劳动力市场需求匹配度和培养合格跨国劳动力的诉求，欧盟职业教育和培训质量保障由初步探索阶段到框架搭建阶段再到战略发展阶段，实现了从工具协调到战略协同的迈进。从组织系统层面上看，欧盟市场链接的需求、终身发展的诉求、质量需求监测、质量支撑以及自下而上的制度体系共同推进了欧盟职业教育和培训质量保障体系的发展，突出了适切性、动态性、整体性和开放性的实践样态，为我国职业教育质量保障提供了可借鉴的发展路径。更多还原

【Abstract】 Against the demand for improving the matching degree of labor market needs and cultivating qualified cross-border labor force, the EU’s vocational education and training quality assurance has evolved from initial exploration to framework development, and then to strategic advancement, accomplishing a transition from instrumental cooperation to comprehensive strategic synergy. From the organizational angle, EU’s market-linked demands, lifelong learning approaches, quality monitoring mechanisms, quality support systems, and bottom-up institutional frameworks, which collectively drive the system’s development, embodying an approach characterized by relevance, dynamism, integrity, and openness, which provides a referential model for China’s vocational education quality assurance initiatives.更多还原
