【摘要】 在数字化、智能化技术推动下，公众已经成为新闻生产传播的重要主体。传统意义上的媒介素养难以满足数智时代公众参与新闻实践的基本要求，“公众新闻能力”这一新概念显得必要且重要。总体上看，公众新闻能力是公众直接从事新闻活动并以新闻方式介入其他社会活动的能力。在具体构成上，公众新闻能力是公众参与新闻活动的主体性能力，是公众在新闻活动中约束管理自我的能力，是公众将认识新闻与实践新闻统一起来的能力，也是一种不断变化、发展、升级的能力。公众新闻能力概念的提出，不仅突破了传统媒介素养与新闻素养研究的边界，有助于形成媒介素养研究的新角度与新范式，在一定程度上丰富了新闻学研究的内容，也在实践上为提升公众媒介素养、新闻能力提供了一定的知识参考。更多还原

【Abstract】 Driven by digital and intelligent technologies, the public has become an important subject in news production and dissemination.Traditional media literacy is no longer sufficient to meet the basic requirements of public participation in news practice in the digital and intelligent era, making the new concept of “public news literacy” necessary and important.Generally speaking, public news literacy refers to the public’s capacity to directly engage in news activities and intervene in other social activities in a news manner.Specifically, public news literacy is the public’s subjective literacy to participate in news activities, the literacy to self-regulate and manage themselves in news activities, the literacy to integrate understanding and practice of news, and a constantly changing, developing and upgrading literacy.The proposal of the concept of public news literacy not only breaks through the boundaries of traditional media literacy and news literacy research, which helps to form new perspectives and paradigms for media literacy research, enriching the content of journalism research to a certain extent, but also provides a certain knowledge reference for improving the public’s media literacy and news literacy in practice.更多还原
