海难场景下的救助船优选模型

【摘要】 为更好地开展海上救助行动,根据参与海上救助船舶的综合性能和遇险船舶所在海区的海况,考虑遇险船舶的类型,构建救助船优先比模型,选取船舶救助最优方案实施救助。在救助遇险船员时,选取参与救助的船舶确认优选对象指标,利用单指标距离、距离优先比矩阵方法和λ-截矩阵法确认单指标最优救助船方案和最优施救船选取顺序,根据优选指标值对待选救助船方案进行排序并实施优选。采用该模型进行案例分析,所得结果与实际救助行动高度相似,证明采用该优先比模型对海难救助船方案进行优选具有科学性,能达到高效救助遇险船舶的目的。

【Abstract】 A rescue ship dispatch priority model based on fuzzy analogy preferred ratio is constructed,which decide optimal ship assignment for a targeted operation in accordance with the type of the ship in distress,the sea conditions in the operation area,and the comprehensive performance of each rescue ship participating in the operation.When crew life is involved,the distance to the site is taken as the only decision factor.The optimal rescue ships and their priorities for task assignment are decided by using the fuzzy analogy preferred ratio matrix method and theλ-cut matrix method.Case verification is performed.
