【摘要】 基于制度组态框架，运用fsQCA方法分析76个城市186家专精特新企业数据，揭示营商环境与数字化转型的协同赋能机制。研究发现：单一要素不构成高韧性的必要条件，存在渐进性技术人才驱动和政府轻推的突破性技术人才驱动两类营商环境组态可以产生高企业韧性，且不同的组态路径代表着不同城市高企业韧性的多重实现形式。据此，应构建“人才—市场—数字”核心驱动体系，实施区域适配治理、“专精特新”四维服务，强化政务精准支持与数字化生态建设等，为优化创新政策提供分类治理方案。更多还原

【Abstract】 Based on theinstitutional configuration framework, this study employs the fsQCA method to analyze data from 186 specialized, sophisticated, differentiated, and innovative enterprises across 76 cities, revealing the synergistic enabling mechanism between business environmentand digital transformation. Findings indicate that: 1)No single element constitutes a necessary condition for high resilience; 2)Two business environment configurations can generate high corporate resilience: incremental technology-talent-driven model with government nudging and breakthrough technology-talent-driven model; 3)Different configuration pathways represent multiple realization forms of urban enterprise resilience. Accordingly, the study proposes establishing a “talent-market-digital” core driving system, implementing regionally adaptive governance and four-dimensional services for specialized enterprises, strengthening targeted government support anddigital ecosystem construction, providing classified governance solutions for optimizing innovation policies.更多还原
