【Abstract】 Against the dual backdrop of profound global changes and escalating national strategic demands, the internationalization of higher education urgently requires a paradigm shift. Based in the Guangdong-Hong Kong-Macao Greater Bay Area and fundamentally serving national strategies, Harbin Institute of Technology, Shenzhen(HITSZ) has proactively explored a new path for cultivating top-notch innovative talents centered on Locallized internationalization. Through the renewal of educational philosophies and systematic development, the university has deeply integrated the dimensions and spirit of internationalization into its local campus, constructing a high-quality educational ecosystem characterized by two-way empowerment of "bringing in" and "going global," and the integrated advancement of Chinese and international students. This paper systematically elaborates on its core philosophy, which has shifted from a "mobility-oriented" to an "empowerment and integration-oriented" approach, and its practical framework of "three-dimensional synergy and four-wheel drive." It also analyzes how HITSZ leverages Shenzhen’s locational and industrial advantages to promote the three-dimensional integration of Chinese and international students in academic, cultural, and career development aspects. The practice of HITSZ provides referential "HITSZ Experience" and "Greater Bay Area Model" for high-level science and engineering universities to cultivate strategic scientific and technological talents with global competence under the new circumstances.更多还原
