新质生产力视角下煤矿企业应急能力评价研究

【摘要】 随着煤矿智能化建设加快,传统应急评价指标体系难以全面反映煤矿企业在应急管理数智化转型中的适配性特征。基于此,文章从新质生产力视角出发,依托“新型劳动者—新型劳动资料—新型劳动对象”三维结构,构建评价指标体系。研究采用改进的层次分析法(AHP)与熵权法相结合的组合赋权方式确定指标权重,并引入物元可拓模型对某煤矿企业的应急能力进行评估。结果表明:该煤矿应急管理能力评级等级为3级,即一般,等级变量特征值为3.51,向“良好”水平靠近,与实际情况相符;部分指标得分偏低,暴露出该煤矿企业在人才素质、协同机制与信息共享等方面的短板。同时,研究不仅验证了新质生产力视角下应急管理结构的科学性,也为煤矿企业在智能化升级背景下优化应急管理体系提供了理论支持与改进建议。

【Abstract】 With the acceleration of intelligent construction in coal mines, traditional emergency evaluation index systems are increasingly inadequate in fully capturing the characteristics of coal mining enterprises undergoing digital and intelligent transformation in emergency management. In response, this study constructs an evaluation index system from the perspective of new quality productive forces, based on a three-dimensional structure of “new-type laborers–new-type means of labor–new-type objects of labor.” A combined weighting method that integrates an improved Analytic Hierarchy Process(AHP) with the entropy weight method is used to determine the weights of the indicators. Furthermore, the matter-element extension model is introduced to assess the emergency response capability of a specific coal mining enterprise.The results indicate that the enterprise’s emergency management capability is rated at Level 3, or “moderate, ” with a grade variable characteristic value of 3.51—approaching the “good” level—which aligns with the actual situation. However, some indicators scored relatively low, revealing shortcomings in areas such as personnel competence, coordination mechanisms, and information sharing. This study not only confirms the scientific validity of the emergency management framework from the perspective of new quality productive forces, but also provides theoretical support and practical recommendations for optimizing emergency systems in coal mining enterprises amid intelligent upgrading.
