【摘要】 低空经济作为国家战略性新兴产业，是发展新质生产力并赋能长江经济带高质量发展的新赛道。本文立足长江经济带发展战略，分析研判长江经济带发展低空经济的整体优势以及长江水域发展低空经济存在的现实问题，从生态与经济融合创新的视角提出基于生态化、数字化、协同化的长江水域低空经济可持续发展思路以及典型场景应用需求，从技术底座与应用支撑的视角论证低空智联网新基建对长江水域发展低空经济的不可或缺性。通过重点分析长江南京段低空智联网的建设实践案例及其场景应用带来的经济社会效益，为在可复制、可推广成果借鉴基础上推进长江全流域低空智联网建设提供相关研究思路和对策参考。更多还原

【Abstract】 As a strategic emerging industry under national development, the low-altitude economy represents a new pathway for fostering new quality productive forces and empowering high-quality development along the Yangtze River Economic Belt(YEB). This paper revolves around the development strategy of the YEB, analyzes the overall strengths of developing the low-altitude economy in the YEB and identifies the practical challenges in advancing it within the Yangtze River waterways. From the perspective of integrated ecological and economic innovation, the study proposes a sustainable development approach based on ecological, digital, and collaborative principles, along with typical application scenarios. From the perspective of technical foundation and application support, it underscores the indispensability of the new infrastructure of the low-altitude aerial intelligent network(LAIN) for the development of the low-altitude economy in Yangtze River waterways. By analyzing the practical case of LAIN construction in the Nanjing section of the Yangtze River and the socioeconomic benefits it brings, the paper provides research insights and policy recommendations for advancing the construction of LAIN infrastructure along the entire Yangtze River. These findings aim to serve as a replicable and scalable reference for promoting LAIN development across the Yangtze River basin.更多还原
