【摘要】 基于比较视角，分析了“十四五”与“十五五”两个时期我国发展环境的变化特征及其对经济社会发展的影响。“十五五”时期我国发展环境呈现从“危中有机、机大于危”的“战略机遇期”，向“战略机遇与风险挑战并存、不确定难预料因素增多”的“变乱交织期”转变，这种转变要求我们以更加系统、主动的战略思维应对新挑战、把握新机遇，推动基本实现社会主义现代化取得决定性进展。对这两个时期我国发展环境异同点的比较，为深入理解“十五五”时期我国经济社会发展的指导思想、重大原则、主要目标、战略任务和重大举措、根本保证提供了重要参考。更多还原

【Abstract】 This paper compares the evolving development environment between China’s 14th and 15th Five-Year Plan periods and examines its socio-economic implications. The 15th Five-Year Plan marks a shift from a “strategic opportunity period”, where opportunities outweighed risks, to a “phase of intertwined transformation and turmoil”, in which strategic opportunities coexist with growing risks and uncertainties. This new landscape calls for more systematic and proactive strategic thinking to tackle emerging challenges, harness fresh opportunities and secure decisive advances in realizing socialist modernization. Comparing the two periods offers a valuable lens through which to understand the guiding principles, major objectives, strategic tasks, key measures and fundamental guarantees for China’s development during the 15th Five-Year Plan.更多还原
