【摘要】 坚持党的领导是推进中国式现代化的本质要求和根本原则。依规治党不仅是管党治党的基本手段，更是党通过自我革命推进中国式现代化建设的重要支撑。党领导下的中国式现代化建设在不同阶段、不同背景下不断探索推进，依规治党也伴随着党领导现代化建设事业的伟大实践而演进完善，并推动着现代化建设不断迈向新的高峰。对于持续推进中国式现代化而言，依规治党具备政治保障功能、锻造领导核心、巩固人民立场、提升治理能力现代化等重要功能与时代价值。面对更为复杂的新形势和更加艰巨的新任务，有必要立足中国式现代化发展进程，从加强党内法规建设、一体推进依法治国与依规治党、优化党内法规解释体系、强化依规治党执行和监督等方面完善依规治党体制机制，充分释放依规治党政治效能，强化刚性约束。更多还原

【Abstract】 Upholding the leadership of the Communist Party of China is an essential requirement and fundamental principle for advancing Chinese modernization.Governing the Party in accordance with rules is not only a basic means of managing and governing the Party,but also a crucial underpinning for the Party to advance the construction of Chinese modernization through self-reform.The construction of Chinese modernization under the Party’s leadership has been continuously explored and advanced in different stages and contexts.Alongside the great practice of the Party leading the modernization drive,governing the Party in accordance with rules has also evolved and improved,propelling the modernization drive to continuously scale new heights.For continuously advancing Chinese modernization,governing the Party according to its regulations has important functions and contemporary significance,including providing political guarantees,forging a core leadership,consolidating the people’s position,and enhancing the modernization of governance capacity.In the face of more complex new situations and more arduous new tasks,it is necessary to base efforts on the process of Chinese modernization,and improve the system and mechanisms of governing the Party according to regulations by enhancing the construction of intra-Party regulations,advancing the rule of law and governance of the Party in an integrated manner,optimizing the system for interpreting intra-Party regulations,and strengthening the implementation and supervision of governing the Party according to regulations,in order to fully unleash the political effectiveness of governance according to regulations and reinforce rigid constraints.更多还原
