老旧小区改造EPC项目合作行为的三方演化博弈
Tripartite evolutionary game of cooperative behavior in EPC projects for the renovation of old residential communities
【摘要】 老旧小区改造EPC项目多元主体合作共治,对构建可持续改造模式、提升改造质量具有重要的现实意义。基于演化博弈理论,构建政府、企业和公众三方演化博弈模型,分析主体决策行为及影响其均衡的关键因素,开展Matlab仿真分析,并提出对策建议。结果表明:老旧小区改造EPC项目的多元共治机制的建立并非单一线性的过程,其间,三方演化博弈存在多个稳定策略的集合,且政府的强监管策略与激励约束是实现多元共治的关键;影响主体合作行为的核心要素是政府、企业和公众主动参与老旧小区改造EPC项目所获得的收益;适当的激励和正外部效应有助于激发EPC项目主体的合作意愿。因此,促进主体收益最大化、建立科学的监管机制及设置合理的奖励政策,有助于推动老旧小区改造EPC项目实现三方合作共治。
【Abstract】 The multi-stakeholder collaborative governance in EPC project for old residential area renovation is of significant practical importance for establishing sustainable renovation models and improving renovation quality. Based on evolutionary game theory, a tripartite evolutionary game model involving the government, enterprises, and the public is constructed to analyze the decision-making behaviors of the subjects and the key factors influencing the equilibrium of the subjects. Matlab simulation analysis is carried out, and countermeasures and recommendations are proposed. The results show that the establishment of a multi-stakeholder governance mechanism for the EPC project of old residential community renovation is not a single linear process, and there are multiple stable strategy sets in the tripartite evolutionary game. Among them, the government’s strong supervision strategy, along with incentives and constraints, is the key to achieving multi-stakeholder governance. The core elements influencing the cooperative behavior of the subjects are the benefits obtained by the government, enterprises, and the public from their active participation in the EPC project of old residential community renovation. Appropriate incentives and positive external benefits can effectively stimulate the cooperation willingness of the subjects in the EPC project. Therefore, promoting the maximization of the subjects’ benefits, establishing a scientific supervision mechanism, and formulating reasonable reward policies can help promote the realization of tripartite collaborative governance in the EPC project of old residential community renovation.
