【摘要】 全域土地综合整治作为国土空间优化的系统工程，是推动乡村全面振兴的重要战略支撑。本文基于2012—2022年县域非平衡面板数据，探讨全域土地综合整治对乡村振兴的影响。研究发现，全域土地综合整治政策实施有助于乡村全面振兴，在经过一系列稳健性检验后该结论仍成立；机制分析表明，全域土地综合整治政策通过发挥政府引导的“信号与杠杆”作用，吸引社会资本参与，并诱发技术创新的集群效应，最终映射为生态环境质量改善，从而为乡村全面振兴提供可持续的内生动力；异质性分析表明，全域土地综合整治对乡村振兴的影响受制于“地形—区位—生态”这一复合地理要素的结构性约束。可见，未来仍需进一步强化全域土地综合整治的规划衔接、政策整合与农民主体性，因地制宜挖掘区域特色，避免“一刀切”。更多还原

【Abstract】 As a systematic project for optimizing national land space,the all-field comprehensive land consolidation and improvement is an important strategic support for promoting the comprehensive revitalization of rural areas. Based on the unbalanced panel data of counties from 2012 to 2022,this study explores the impact of all-field comprehensive land consolidation and improvement on rural revitalization. As found, the implementation of allfield comprehensive land consolidation and improvement policies contributes to rural revitalization,and the conclusion still holds true after a series of robustness tests. As indicated by the mechanism analysis,the all-field comprehensive land consolidation and improvement policy,by leveraging the "signal and leverage" role of government guidance,attracts social capital participation and induces a cluster effect of technological innovation,with its ultimate manifestation as improvements in ecological and environmental quality, and the provision of sustainable endogenous impetus for comprehensive rural revitalization. As revealed in the heterogeneity analysis, the impact of allfield comprehensive land consolidation and improvement on rural revitalization is constrained by the structural constraints of the composite geographical elements of "topography-location-ecology". As can be predicted,in the future,it is still necessary to further strengthen the planning coordination,policy integration and farmers’ autonomy in the all-field comprehensive land consolidation, as well as to explore regional characteristics based on local conditions and avoid a one-size-fits-all approach.更多还原
