高校拔尖科技人才新质素养的构建逻辑和培育路径
Construction Logic and Cultivation Path of New-Quality Literacy for Top-Tier Scientific and Technological Talents in Universities
【摘要】 拔尖科技人才是实施人才强国和科技强国战略的重要支撑,新质生产力的提出为拔尖科技人才培养指明了新方向。第四次科技革命和生产力的飞速发展对拔尖科技人才的能力素养要求,正在演变为以“工匠精神”“科学家精神”为内核、以“数智素养”“绿色素养”为特色的新质素养结构。当前新质素养培育面临多重理论与实践盲区,如缺乏系统化能力框架、课程体系滞后、评价机制单一等问题,严重制约了拔尖科技人才自主培养的效能。为此,高校亟须重审教育目标、重构教育生态、重建评价体系,聚焦国家战略需求和未来产业发展趋势,构建以“数字赋能、绿色引领、交叉融合”为核心的育人新模式,为推动数智化与绿色化协同发展时代拔尖科技人才培养开辟新路径。
【Abstract】 Top-tier scientific and technological talents constitute a crucial pillar for implementing the strategies of building a strong nation through talent development and scientific advancement. The concept of new-quality productive forces provides a new direction for cultivating such talents. The rapid progress of the Fourth Industrial Revolution and the evolution of productive forces are reshaping the required competencies of top-tier scientific and technological talents into a new-quality literacy framework. This framework is centered on the “spirit of craftsmanship” and the “scientific spirit”,and is characterized by “digital-intelligent literacy” and“green literacy”. However,fostering these new-quality competencies currently faces multiple theoretical and practical gaps,including the absence of a systematic competency framework,outdated curricula,and overly simplistic evaluation mechanisms,which severely constrain the effectiveness of independent talent cultivation. Therefore,higher education institutions urgently need to re-examine their talent cultivation goals,reconstruct the educational ecosystem,and rebuild assessment systems. By aligning with national strategic needs and future industrial trends,they should establish a new talent development model centered on “digital empowerment,green leadership,and interdisciplinary integration”,thereby forging a new pathway for cultivating top-tier scientific and technological talents in an era of synergistic digital-intelligent and green transformation.
