【摘要】 随着我国流域生态保护与区域协调发展的深度融合以及《生态保护补偿条例》的出台，流域横向生态保护补偿机制进一步完善，呈现补偿类型多元化、考核标准综合化、补偿方式动态化等新型实践特征。然而，相较于流域横向生态保护补偿的实际治理诉求，补偿机制在实施过程中暴露出补偿方式单一、补偿标准界定模糊及跨区协商机制不畅等问题。为此，应当完善多元补偿方式、科学设置补偿基准和健全跨区协商机制，以有效契合流域横向生态保护补偿的治理需求，推动补偿机制以更高效的方式服务于流域治理实践。更多还原

【Abstract】 With the in-depth integration of basin ecological protection and regional coordinated development in China,as well as the enactment of the Regulations on Ecological Protection Compensation,the number of signed trans-basin horizontal ecological protection compensation mechanism has further improved,presenting new practical characteristics such as the diversification of compensation types,the comprehensiveness of assessment criteria,and the dynamism of compensation methods. However,compared with the actual governance demands of trans-basin horizontal ecological protection compensation,the compensation mechanism,in the process of implementation,expose problems such as the singularity of compensation methods,ambiguity in the definition of compensation standards,and impediments in cross-regional negotiation mechanisms. To this end,efforts should be made to improve diversified compensation methods,scientifically set compensation benchmarks,and perfect cross-regional negotiation mechanisms,so as to effectively align with the governance needs of trans-basin horizontal ecological protection compensation and promote compensation mechanism to serve basin governance practices in a more efficient manner.更多还原
