基于生态系统生产总值评估的生态补偿研究——以晋中市为例

【摘要】 生态补偿对实现区域生态保护与经济发展的协调具有重要意义。首先基于自然和社会经济数据,采用功能价格法对晋中市2005—2020年间4期生态系统生产总值及各单项价值的数量变化、空间分异进行分析,在此基础上利用价值损益空间识别模型、生态补偿优先级指数、生态补偿需求强度指数,确定晋中市的生态补偿类型、补偿空间以及补偿额度。结果表明:1)研究期内晋中市生态系统生产总值持续增加,从902.82亿元增加到了1 468.64亿元,所涉及的3项服务价值也均呈增加态势,生态系统生产总值空间分布总体稳定,东部山地区明显高于西部平川区。2)依据价值损益空间识别模型,将晋中市划分为农田-森林-草地-湿地补偿区、森林-草地-湿地补偿区、农田-森林-草地补偿区、森林-草地补偿区4种补偿类型分区。3)榆社县、左权县、和顺县生态补偿优先级最高,生态补偿需求最为迫切,榆次区、介休市、灵石县生态补偿优先级最低,生态补偿需求最低。4)晋中市生态补偿金额为233 381万元,主要集中于森林生态系统,生态补偿区域与国家转移支付区域存在较高的一致性,但转移支付金额远低于生态补偿金额。

【Abstract】 Ecological compensation is of great significance in achieving the coordination between regional ecological protection and economic development. Firstly,based on natural and socio-economic data,the functional price method was used to analyze the quantitative changes and spatial differentiation of gross ecosystem product and individual values in Jinzhong City from 2005 to 2020.On this basis,the value profit and loss spatial identification model,ecological compensation priority index,and ecological compensation demand intensity index were used to determine the ecological compensation types,compensation space,and compensation amount of Jinzhong City.The results showed that: 1) During the research period,gross ecosystem product in Jinzhong City continued to increase,from 90. 282 billion yuan to 146. 864 billion yuan,and the values of the three services involved also showed an increasing trend. The spatial distribution of gross ecosystem product was generally stable,with the eastern mountainous area significantly higher than the western Pingchuan area.2) According to the value profit and loss spatial recognition model,Jinzhong City is divided into four types of compensation zones: Farmland forest grassland wetland compensation zone,forest grassland wetland compensation zone,farmland forest grassland compensation zone,and forest grassland compensation zone.3) Yushe County,Zuoquan County,and Heshun County have the highest priority for ecological compensation and the most urgent demand for it,while Yuci District,Jiaoxi City,and Lingshi County have the lowest priority and the least demand for ecological compensation. 4) The amount of ecological compensation in Jinzhong City is 2333. 81 million yuan,mainly focused on forest ecosystems.The areas for ecological compensation are largely consistent with the national transfer payment areas,but the transfer payment amounts are far lower than the ecological compensation amounts.
