【摘要】 在人口老龄化加速，“十五五”规划开局之年的背景下，发展老年教育成为应对我国人口老龄化和落实国家治理现代化战略的关键举措。治理现代化的多元共治等核心内涵，为破解老年教育发展困境提供了理论框架。以党的二十届四中全会精神为指导，以河南省五级老年志愿服务网络为样本，通过实际调研梳理河南老年教育发展现状，发现存在资源配置失衡、课程供给错配、可持续机制薄弱、数字鸿沟凸显等核心困境。基于此，围绕治理现代化要义，提出构建普惠性城乡一体化服务体系；“教育+”银发价值创造体系；适老化智慧教育服务体系；法治化、专业化老年教育治理保障体系等老年教育高质量发展路径，推动老年教育从“规模扩张”向“内涵提升”;从“城市”主导向“城乡普惠”;从“单一教学”向“多元融合”转型。更多还原

【Abstract】 Against the backdrop of accelerating population aging and the imminent start of the "15th Five-Year Plan" period, the development of elderly education has become a crucial measure to address aging and implement national strategies.The core tenets of governance modernization, such as multi-stakeholder co-governance, provide a theoretical framework for overcoming the challenges facing older adult education. Guided by the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, this paper takes Henan Province’s five-level educational service network as a sample.Through empirical research, it examines the current development status and practical outcomes of older adult education in Henan, identifies core challenges such as resource allocation and curriculum supply, and uncovers mismatches in governance actors, methods, systems, and technologies. Based on these findings and focusing on the essence of governance modernization, the paper proposes hierarchical and progressive solutions: constructing an inclusive service system, deepening "education +" integration, building an age-friendly smart education system, and improving legal and professional guarantee mechanisms.These pathways aim to shift older adult education from scale expansion to connotation improvement, providing Henan’s experience as a practical reference for the high-quality development of China’s older adult education during the 15th Five-Year Plan period.更多还原
