【Abstract】 Since the goal of modernization was set, the five-year plan formulated by the CPC has been contributing to the advancement of socialist modernization continually. The continuous five-year plans and the medium and long term development plans constitute the Chinese plan for socialist modernization, presenting the whole picture of Chinese path to modernization. The 15 th Five-Year Plan occupies an important position in this process, and it is a key step to Chinese modernization.
