【摘要】 县域普通高中振兴是服务乡村振兴、教育强国建设的关键举措。基于政策目标、政策工具和政策扩散的三维分析框架，运用文本分析法，以2021—2025年国家及地方层面93份县中振兴政策文本为样本，系统解析县中振兴政策执行逻辑。研究显示，政策目标以质量提升为要点，其核心布局为“课程教学提质”与“对口帮扶、教师队伍建设”双翼并行；政策工具以混合性工具为主导，体现了政策执行的灵活性和多样性；政策扩散以工具扩散为主，通过招生改革、资源倾斜等具体工具，直接推动了质量提升目标的实现。县中振兴政策的三维特征可以概括为：质量提升为核心目标，混合性工具主导，工具扩散驱动实施。尽管现行政策已取得一定成效，但执行过程中仍面临自愿性工具效能不足、地方落实力度薄弱、模式扩散路径单一等问题。建议未来着力激活自愿性工具内生动力、强化层级扩散市县级落地效能并推动模式扩散路径多元化发展，从而激发县中振兴政策的内生动力。更多还原

【Abstract】 Revitalizing county-level general high schools is a key initiative for advancing rural revitalization and building a strong education system.Based on a three-dimensional analytical framework of policy objectives,policy instruments,and policy diffusion,this study employs text analysis to examine 93 policy documents on county-level high school revitalization issued at the national and local levels from 2021 to 2025,with the aim of systematically analyzing the implementation logic of these policies.The findings show that quality improvement is the primary policy objective,with a core arrangement characterized by the parallel advancement of “enhancing curriculum and instruction” and “counterpart support and teacher workforce development．” In terms of policy instruments,mixed instruments are dominant,reflecting flexibility and diversity in policy implementation.Regarding policy diffusion,instrument diffusion plays a leading role,directly promoting quality improvement through specific instruments such as enrollment reforms and resource reallocation.The three-dimensional characteristics of county-level high school revitalization policies can be summarized as follows:quality improvement as the core objective,the dominance of mixed policy instruments,and implementation driven by instrument diffusion.Although existing policies have achieved certain positive outcomes,challenges remain in practice,including the limited effectiveness of voluntary instruments,insufficient implementation capacity at the local level,and a relatively single pathway of policy diffusion.Accordingly,future efforts should focus on activating the endogenous motivation of voluntary instruments,strengthening the effectiveness of hierarchical diffusion at the municipal and county levels,and promoting the diversification of policy diffusion pathways,so as to enhance the internal driving forces of county-level high school revitalization policies.更多还原
