【摘要】 慈善事业在社会治理中扮演的角色，已逐步从社会保障的“有益补充”向第三次分配“基础性制度安排”转变。“十四五”时期无论是慈善组织数量与捐赠规模增长，还是慈善领域制度建设与行善环境优化，都表明慈善事业在服务国家战略和解决社会问题上发挥着越来越重要的作用。当然，作为一种社会机制，慈善事业在高质量发展中也面临诸多挑战，包括制度空间受限、合规性风险、专业能力不足、数字技术异化等。基于此，“十五五”时期，在共同富裕建设和社会治理现代化进程中，慈善事业发展需关注五大重要议程：深化“国家在场”下的协同共治，推动政策的系统衔接与有效匹配，加强“以人为中心”的数智技术赋能与治理，培育健康可持续的慈善生态系统，构建中国慈善管理自主知识体系等。更多还原

【Abstract】 The role of philanthropy in social governance has gradually evolved from being a “beneficial supplement” to social security to a “fundamental institutional arrangement” for tertiary distribution. During the “14th Five-Year Plan” period,both the increase in the number of charitable organizations and the scale of donations,as well as the improvement of institutional frameworks and the optimization of the environment for charitable activities, indicate that philanthropy is playing an increasingly important role in serving national strategies and addressing social issues. However,as a social mechanism,philanthropy also faces numerous challenges in its pursuit of high-quality development, including limited institutional space, compliance risks,insufficient professional capacity,and the distortion caused by digital technology. Based on this,during the “15th Five-Year Plan” period,in the context of advancing common prosperity and the modernization of social governance,the development of philanthropy needs to focus on five key agendas: deepening collaborative governance under the “presence of the state,” promoting systematic policy integration and effective alignment,strengthening “people-centered” digital and technological empowerment and governance,fostering a healthy and sustainable philanthropic ecosystem,and building an independent knowledge system for the management of philanthropy in China.更多还原
