【摘要】 与中国式现代化、国家治理体系和治理能力紧密相连的公共管理，是中国哲学社会科学自主知识体系构建中不可或缺的重要篇章。作为聚焦治国理政的学科，中国公共管理自主知识体系既蕴含着应用社会科学特征和自身独特内涵，也承载了回应全球化转型与国家治理的学术使命。本文提出，理解公共管理知识体系的客观性、在地性、时代性等3个学科内涵，是指引公共管理自主知识体系构建的价值所在。秉承扎根中国、联通世界、引领未来的建设目标，当前核心任务应聚焦于治理思路的学理概念化提炼、重大改革实践的体系化思考、独特历史地位的战略性考虑。以重新创立公共管理学术架构为思考起点，本文主张运用系统性思维划分公共事务管理层级，并以理解自身、反思问题、确立知识的建构性路径展开知识体系建设。当前，构建公共管理自主知识体系的机遇和挑战并存，学界同仁应兼顾顶层设计与砥砺前行，推动理论思考与实践提炼双向奔赴，主动拥抱跨学科融合。在批判反思和重新审视公共事务管理内涵的基础上，让自主的公共管理知识之树在新的公共管理架构沃土中茁壮成长。更多还原

【Abstract】 Public Management, deeply intertwined with Chinese modernization and the advancement of national governance, is pivotal to developing a Chinese intellectual system in social sciences. Given its applied nature, the field must develop an intellectual system that reflects its distinct practical realities while reconciling global shifts with domestic imperatives. This paper argues that constructing this intellectual system requires mastering three essential dimensions: objectivity, locality, and temporality. Driven by a vision that is "rooted in China, globally connected, and future-oriented", the current academic efforts should prioritize distilling governance concepts, systematizing reflections on major reforms, and strategically positioning China’s role within the global landscape. Taking the fundamental restructuring of the discipline as the starting point, this paper advocates for a systemic mindset to delineate the hierarchical structures of public affairs. Facing both opportunities and challenges, the academic community must integrate top-level design with incremental exploration, synthesizing theoretical inquiry and practical summarization across disciplinary boundaries. By deconstructing Western paradigms and re-envisioning public affairs, intellectual system can flourish within a redefined academic architecture.更多还原
