【摘要】 随着人口老龄化程度的持续加深，老年照护需求日趋个性化和动态化，对我国老年护理服务体系及专业人才队伍提出了新的要求。文章基于老年人的健康状况与自理能力，将老年照护需求细化为“基础照顾-健康照护-专业护理”3个层级，并提出以智慧健康数据为核心驱动，构建从“主动预防”到“功能维持”再到“疾病应对”的老年护理服务体系，旨在推动老年护理服务体系向专业化、精准化、智能化方向发展。针对不同老年人照护需求与现有人才梯队间存在的结构性矛盾，文章提出“增量”培育与“存量”转化相结合的人才供给机制，以期为老年护理人才队伍建设提供有力支撑。更多还原

【Abstract】 With the continuous intensification of population aging in China, elderly care demands have become increasingly personalized and dynamic, presenting enduring challenges to the elderly care service sector and the professional workforce. Based on the health status and self-care ability of the elderly, this study establishes a three-tiered elderly care demand framework, which specifically covers daily support, health care, and specialized nursing. Subsequently, this paper proposes a data-driven modern elderly care service system that spans from "proactive prevention" to "functional maintenance" and finally to "disease management", with the goal of promoting the specialization, precision, and intelligent development of the elderly care service system. To address the structural mismatch between tiered care demands and the capabilities of the existing workforce, the paper advocates a dual-track workforce supply mechanism that integrates talent cultivation and role transformation, aiming to comprehensively enhance the professional competency of the elderly care workforce.更多还原
