【摘要】 为推进“双一流”建设的内涵式发展，扎根中国大地办大学，构建中国特色一流大学和一流学科评价体系是核心任务。该文对比国内外较权威排名机构的评估体系，科学界定中国特色“双一流”建设高校评价的理论内涵和价值导向，既兼顾高标准、可定量、可获取和可国际比较的原则，同时彰显中国特色，进而构建中国特色世界一流大学和一流学科建设评价体系框架，并探究一流大学与一流学科评价体系统一性和差异性，并基于该评价体系给出“双一流”建设评估流程，可为完善中国特色现代大学评价制度，推进高校评价体系和评价能力现代化，构建“双一流”高校建设动态监测评价机制提供借鉴。更多还原

【Abstract】 To promote the connotative development of the "Double First-Class" initiative and advance higher education rooted in China’s national context, constructing an evaluation system for world-class universities and disciplines with Chinese characteristics is a core task. This study compares the evaluation systems of internationally and domestically recognized ranking institutions, scientifically defines the theoretical connotation and value orientation of evaluating "Double First-Class" universities with Chinese characteristics, and proposes an evaluation framework that integrates high standards, quantifiability, data accessibility,and international comparability while highlighting Chinese characteristics. Furthermore, the study explores the unity and differences between the evaluation systems of world-class universities and world-class disciplines and develops an evaluation process based on the proposed framework. The research aims to contribute to the improvement of a modern university evaluation system with Chinese characteristics, promote the modernization of higher education evaluation capacity, and provide insights for building a dynamic monitoring and evaluation mechanism for "Double First-Class" universities.更多还原
