低压配电网分布式光伏承载力评估与提升措施

【摘要】 分布式光伏凭借其成本与规模优势在低压配电网中发展迅猛。然而,由于其无序接入及并网审核机制不健全,低压台区普遍面临反向过载、电压越限及谐波畸变等电能质量问题,对电网安全稳定运行构成威胁。针对分布式光伏富集的低压配电网信息接入率不高的问题,基于配电网的实际运行数据与安全运行边界,提出低压配电网分布式光伏承载力计算方法与评估流程,并在低压配电网背景下提出相应的承载力提升措施。以广东省某台区为例,测算其分布式光伏承载力并评估等级,然后对通过承载力要求的备案预入网项目进行电网安全校核,最后证明所提出措施的有效性。结果表明,该方法流程切实有效,能够为低压配电网的分布式光伏项目备案入网提供科学判据。

【Abstract】 Distributed photovoltaics(DPV) have experienced rapid growth in low-voltage distribution grids due to their cost and scale advantages. However, due to disorderly grid connection and inadequate grid integration review mechanisms, low-voltage transformer districts commonly face power quality issues such as reverse overload, voltage over-limit, and harmonic distortion, posing threats to the safe and stable operation of the power grid. Addressing the low information access rate in low-voltage distribution grids with high DPV density, this paper proposes a calculation method and evaluation process for DPV carrying capacity based on actual operational data and safety boundaries of distribution grids, referencing relevant standards. Corresponding capacity enhancement measures are also introduced for low-voltage distribution grid contexts. Using a distribution area in Guangdong Province as a case study, this paper calculates its distributed PV capacity and evaluates its capacity level. Subsequently, it performs grid safety verification on pre-connected projects that meet the capacity requirements. Finally, it demonstrates the effectiveness of the proposed measures. The results indicate that this methodology is practical and effective, providing a scientific basis for the connection of distributed PV projects to low-voltage distribution grids.
