【摘要】 新质生产力的蓬勃发展为乡村社会带来深刻变革，也对乡村公共法律服务的适配性与创新性提出更高要求。立足这一时代背景，本文基于内蒙古自治区的实践经验，采用研学相关理论文章、查阅公开资料、深入乡村实地走访调查、与司法行政工作部门工作人员座谈交流等方式，提炼总结乡村公共法律服务在平台覆盖、供给水平、服务载体等方面已形成的良好基础，系统剖析当前乡村公共法律服务在应对新业态法律需求、突破“数字鸿沟”、优化服务供给以及人才队伍支撑等方面面临的挑战。在此基础上，着眼于实现新的发展提升，提出加强乡村数字基础设施建设和数字赋能、运用大数据精准匹配法律服务、深化体制机制创新、培育专业化乡村法律服务队伍等具体对策，构建基础强化、需求响应、效能提升、保障巩固的实践路径，旨在为构建与新质生产力发展相适应的乡村公共法律服务体系提供思路，助力法治乡村建设与乡村全面振兴。更多还原

【Abstract】 The vigorous development of new quality productive forces has brought profound transformations to rural society and set higher requirements for the adaptability and innovation of rural public legal services. Against this backdrop,the author draws on practical experiences from across the country and regions such as Inner Mongolia,employing methods such as studying theoretical articles,reviewing publicly available materials,conducting field visits and surveys in rural areas,and holding discussions with staff from judicial and administrative departments. This research summarizes the solid foundation already established in platform coverage,service quality,and delivery mechanisms for rural public legal services. It systematically analyzes the challenges currently faced,including addressing the legal needs of new business models,bridging the " digital divide," optimizing service provision,and strengthening the talent pool. Building on this analysis,with the aim of achieving further development and enhancement,the author proposes specific countermeasures such as strengthening the development of rural digital infrastructure and leveraging digital empowerment,utilizing big data for precise matching of legal services,deepening institutional and mechanism innovation,and cultivating a specialized talent pool for rural legal services. The study outlines a practical pathway focusing on strengthening foundations,responding to demands,enhancing efficiency,and consolidating safeguards. This aims to provide insights for constructing a rural public legal service system that is compatible with the development of new quality productive forces,thereby supporting the advancement of a law-based rural governance framework and the comprehensive revitalization of rural areas.更多还原
