【摘要】 高质量发展是新时代的硬道理，也是“十五五”时期经济社会发展必须遵循的重要原则。投资是拉动经济社会发展的重要力量和连接供需两端的关键节点。党的二十届四中全会强调要将“投资于物”和“投资于人”紧密结合。以二者的紧密结合促进高质量发展，有其深刻的理论和实践逻辑。理论层面，“投资于物”和“投资于人”相结合是实现以人民为中心发展的本质规定，是培育新质生产力的必然要求，是推进共同富裕的必经之路；实践层面，当前以二者的紧密结合促进高质量发展，面临着协同机制缺失、投资结构有待优化以及民生领域投资不足等挑战。构建以“投资于物”和“投资于人”相结合促进高质量发展的实践路径有三：一是要建立健全协同机制，支撑人的全面发展；二是加强人才资源开发，挖掘“投资于物”潜力；三是补齐民生投入短板，以民生福祉激发发展动力。更多还原

【Abstract】 High-quality development is an overriding imperative in the new era and a guiding principle for economic and social development during the 15 th Five-Year Plan period. Investment is a key driver of economic and social progress and a crucial linkage between the demand and supply sides. The communiqué of the Fourth Plenary Session of the 20 th CPC Central Committee emphasizes the need to closely combine "investment in physical assets" with "investment in human capital". Promoting high-quality development through the close combination of the two is grounded in profound theoretical and practical logic. At the theoretical level, the integration of "investment in physical assets" and "investment in human capital" is the essential requirement for achieving people-centered development, a necessary condition for fostering new quality productive forces, and an inevitable pathway to advancing common prosperity. At the practical level, promoting high-quality development through the close integration of the two currently faces challenges such as the absence of a collaborative mechanism, the need for optimization of the investment structure, and insufficient investment in the livelihood sector. Accordingly, building a practical pathways that leverage the combination of "investment in physical assets" with "investment in human capital" to promote high-quality development requires establishing and improving a collaborative mechanism to support comprehensive human development, enhancing human capital development to unlock the potential of "investment in physical assets", and addressing shortcomings in wellbeing-related investment to spur development momentum through improved people’s welfare.更多还原
