关键基础设施韧性防护理论体系、实施策略与技术发展思考

【摘要】 在地缘政治格局重塑与混合战争形态演进的背景下,关键基础设施已成为攻防博弈的核心目标。面对复杂对抗环境,传统防护理论与模式难以有效应对全流程不确定性挑战,推动防护体系向体系化、韧性化转型迫在眉睫。聚焦“保供、保通、防扩”核心任务,深入剖析了关键基础设施韧性防护面临的五大核心科学问题,构建了涵盖核心功能表征、系统安全裕量评估、防护策略自适应优化、恢复力动态预测及效能综合评估的系统化韧性防护理论体系。在此基础上,提出了包含“欺骗、分散、防护、恢复”为核心的DDPR韧性防护体系,并从平战一体、网实融合、智能赋能、自主可控、国防动员协同、社会协同等六个维度,系统规划了韧性防护的技术发展路径与融合方向。

【Abstract】 Under the background of geopolitical reshaping and the evolution of hybrid warfare, critical infrastructure has become a core target of offensive and defensive games. Facing a complex and contested environment, traditional protective theories and models cannot address the challenges of full-cycle uncertainties, therefore, it is imperative to drive the transformation of the protective system toward systematization and resilience. Focusing on the core missions of ensuring supply, guaranteeing connectivity, and preventing diffusion, the paper analyzed five core scientific issues of critical infrastructure resilience protection, and constructed a systematic theoretical framework that covers the characterization of core functions, the evaluation of system safety margins, the adaptable optimization of protective strategy, the dynamic monitoring of resiliency and the comprehensive assessment of efficiency. Based on the above, it proposed a six-dimensional overall implementation strategy, and systematically planned the future technological development path and integration direction from six different dimensions.
