科研机构实验室三级安全检查机制的探索与实践

【摘要】 科研机构实验室是抢占科技制高点,突破关键核心技术的原始创新策源地。中国科学院大连化学物理研究所高度重视实验室安全工作,系统整合安全管理资源、严格落实“管业务必须管安全”的要求,探索构建研究组自查、归口检查、所级检查三级安全检查模式,通过明确各级检查规范、举一反三落实隐患整改、实行安全工作奖惩等,进一步强化实验室隐患排查治理。经实践应用,三级安全检查模式是推动安全责任落实、提升安全检查质效、消除事故隐患的有益尝试。

【Abstract】 Research institution laboratories are the original source of innovation for seizing the technological high ground and breaking through key core technologies. Dalian Institute of Chemical Physics, Chinese Academy of Sciences attaches great importance to laboratory safety, systematically integrates safety management resources, strictly implements the requirement of “managing business must manage safety”, explores the establishment of a three-level safety inspection model of research group self-inspection, centralized inspection and institute level inspection, and further strengthens the troubleshooting and management of laboratory hidden dangers by clarifying inspection rules at all levels, drawing inferences from one instance to implement hidden danger rectification, implementing safety rewards and punishments and other measures. Through practical application, the threelevel safety inspection mode is a positive and beneficial attempt to promote the implementation of safety responsibilities, improve the quality and efficiency of safety inspections, and eliminate potential safety hazards.
