新质生产力视域下专利代理机构的数字化转型与实践路径——基于“失败—重构—成功”的演进逻辑
Digital Transformation and Practical Path of Patent Agency Services in the Context of New Quality Productive Forces:Based on the Evolutionary Logic of "Failure-Reconstruction-Success"
【摘要】 在新质生产力蓬勃发展的宏观背景下,知识产权服务业正经历从传统法律事务向综合性创新咨询服务的深刻转型。本文以某专利代理机构信息化建设历程为实证案例,深入剖析了机构在数字化转型进程中经历的“初次试错”与“二次重构”的完整生命周期。文章以唯德系统的成功上线为研究对象,探讨了如何通过数字化手段打破传统代理服务的效率瓶颈与服务边界。同时,融合大语言模型(LLM)、检索增强生成(RAG)及人工智能体(Agent)等前沿技术理论,构建了“人机协同”的新型服务范式。研究表明,专利代理机构的转型不仅是技术的迭代,更是管理思维的重塑;唯有将信息化工具深度嵌入业务流程,并辅以适应新质生产力要求的组织变革,方能实现从“流程执行者”向“创新战略伙伴”的跨越。
【Abstract】 Under the macro background of the vigorous development of new quality productive forces,the intellectual property service industry is undergoing a profound transformation from traditional legal affairs to comprehensive innovation consulting services.This paper takes the information construction process of a patent agency as an empirical case,and deeply analyzes the complete life cycle of "initial trial and error" and "secondary reconstruction" experienced by the organization in the digital transformation process.Taking the successful launch of the Weide system as the research object,this paper discusses how to break through the efficiency bottleneck and service boundary of traditional agency services through digital means.Meanwhile,integrating frontier technical theories such as Large Language Model(LLM),Retrieval-Augmented Generation(RAG),and Artificial Intelligence Agent,a new service paradigm of "human-machine collaboration" is constructed.The research shows that the transformation of patent agencies is not only a technological iteration,but also a reshaping of management thinking;only by deeply embedding information technology tools into business processes and supplementing them with organizational changes adapted to the requirements of new quality productive forces can we achieve the leap from "process executor" to "innovation strategic partner".
