基于区块链的国土空间规划传导体系实现方法

【摘要】 国土空间规划传导体系对于确保成果数据的一致性和要素传递的有效性至关重要。然而,现行传导体系多以规划编审为主、监督为辅,对政策标准依赖较强,受人为因素影响较大,这限制了传导体系的实施效果和约束能力。区块链技术具有难以篡改、全程留痕、公开透明等技术特性,与国土空间规划传导体系的应用场景高度契合。本研究创新性地将区块链技术应用于国土空间规划领域,设计了基于该项技术的国土空间规划数据结构、共识算法和智能合约,构建了能够自动校验并有效传导监测指标和管控界线的技术方法。在长沙市的实践探索中,本研究提出的方法得到了有效验证,展现出显著优势,证明了区块链技术在国土空间规划领域的应用潜力和广阔前景。

【Abstract】 The territorial spatial planning transmission system is crucial for ensuring the consistency of outcome data and the effectiveness of element transmission. However, the current system primarily relies on planning review and supervision, with a strong dependence on policy guidelines and significant human factor influence, which greatly limits its effectiveness and constraint capacity. Block chain technology, with its immutability,traceability, and transparency, offers a solution to these challenges by closely aligning with the requirements of the territorial spatial planning transmission system. In this study, we innovatively introduced block chain technology into the territorial spatial planning, developed data structures,consensus algorithms, and smart contracts based on this technology, and constructed a technical method that could automatically verify and effectively transmit monitoring indicators and control boundaries. During practical exploration in Changsha City, the proposed method was effectively validated, demonstrating significant advantages. The findings indicate that block chain technology enhances the efficiency of territorial spatial planning transmission, demonstrating the potential and broad prospects of block chain technology in territorial spatial planning and related fields.
