极端天气下爬坡备用优化调度策略研究

【摘要】 在极端大风天气中,风机大规模停机将导致系统出现大量功率缺额。为确保该场景下的电力平衡,提出了一种爬坡备用模型,该模型中响应时间较短的热备用容量可以应对常规的负荷波动,响应时间较长的冷备用容量在高风停机导致热备用容量紧张时参与调节。最后,基于该辅助服务模型搭建了优化调度模型。在IEEE RTS24系统的仿真结果表明:相较于现有方法,所提优化调度模型可在保证系统电力平衡的同时提高系统运行经济性,验证了模型的有效性。

【Abstract】 In extreme windy weather, large-scale shutdown of wind turbines will result in significant power shortages in the system. To ensure power balance in the scenario, a ramping up reserve model was proposed, in which the hot reserve capacity with shorter response time could cope with conventional load fluctuations, and the cold reserve capacity with longer response time participates in regulation when the hot reserve capacity was tight due to high wind shutdown. Finally, an optimized scheduling model was built based on the auxiliary service model. The simulation results in the IEEE RTS24 system show that compared to existing methods, the proposed optimized scheduling model can improve the system’s operational economy while ensuring power balance, verifying the effectiveness of the model.
