【Abstract】 The digital-intelligent transformation of the education and teaching quality assurance system in local universities is a practical choice for implementing the national education digitalization strategy, advancing the modernization of higher education governance, and building a high-quality education system. However, the digital-intelligent transformation that overemphasizes instrumental rationality has led to practical worries for local universities, such as technologism obsession in the goal design of education and teaching quality assurance, over-reliance on technical tools in the assurance measures, passive adoption of technology in assurance processes, and fragmented technical thinking among assurance stakeholders. Quality culture constitutes the most enduring internal driving force for the continuous improvement of university education quality. The digital-intelligent transformation of the education and teaching quality assurance system in local universities must adhere to the guidance of quality culture, focus on the mission of fostering virtue through education, return to the people-oriented value concept of quality assurance, stimulate the conscious behavior of continuous improvement, coordinate quality culture and technological culture, and create a cultural ecology of a “quality community”.更多还原
