【摘要】 发展新时代数智教育，构建职业教育、高等教育、继续教育“三教”统筹协同、互为支撑的数智教育政策体系，是新质人才培养的重要保障。基于政策协同和政策工具理论，以德国2016年至今在继续教育、职业教育、高等教育领域颁布的11项数智教育相关的国家重大发展战略政策文件为分析对象，从政策整合、政策协调、政策合作三个维度，结合供给侧工具、需求侧工具、环境型工具，构建“工具—协同”二维矩阵量化分析模型，深入分析德国“三教”数智教育政策的协调一致性与连贯整体性。可借鉴德国在三个方面的政策措施:完善相关法律法规，提高政策针对性;提升劳动者数字素养与数字技能;以及深化国际合作，共享教育资源，以此建设我国“三教”统筹协同数智教育政策体系，为发展新质生产力、助推数字治理跃升与强国建设提供支撑。更多还原

【Abstract】 It is an important guarantee for the cultivation of new talents to develop digital and intelligent education in the new era,and to construct a policy system of digital and intelligent education of “Three-Education” coordination and mutual support in vocational education,higher education and continuing education. Based on the theories of policy synergy and policy tool,this paper takes 11 major national strategic development policy documents related to digital and intelligent education issued by Germany in the field of continuing education,vocational education and higher education since 2016 as the analysis objects. From three dimensions of policy integration,policy coordination and policy cooperation,this paper constructs a two-dimensional matrix quantitative analysis model of “tool—coordination ” to deeply analyze the coordination,consistency and coherent integrity of Germany ’s digital and intelligent education policies of “Three-Education”,combined with supply-side tools,demand-side tools and environmental tools. This paper draws on Germany’s policy measures in three aspects: improving relevant laws and regulations to enhance policy pertinence,elevating workers’ digital literacy and skills,deepening international cooperation and sharing educational resources,so as to build China’s digital and intelligent education policy system of “Three-Education”,and provide support for the development of new quality productivity,the promotion of digital governance and the construction of a strong country.更多还原
