【摘要】 城乡融合发展是破解要素分割桎梏、推动发展成果普惠分配、实现经济效率与社会公平动态统一的重要引擎。本文基于国家城乡融合发展试验区改革的准自然实验，从县域经济包容性增长的角度实证评估城乡融合发展试验区改革的政策效应。研究发现，城乡融合发展试验区改革显著提升了县域经济包容性增长水平。作用机制检验表明，要素流动效应、创新创业效应与提升农业生产效率是城乡融合发展试验区改革促进县域经济包容性增长的三条主要路径。异质性分析显示，城乡融合发展试验区改革对东部地区、工业主导型以及高财政能力县域经济包容性增长的积极影响更明显。为此，政府应进一步破除城乡要素跨区域流动的制度性壁垒，聚焦区域创新体系构建与现代农业发展，加快形成驱动县域经济包容性增长的复合动力。更多还原

【Abstract】 The integrated urban-rural development serves as a crucial engine for breaking the constraints of factor segmentation, promoting the inclusive distribution of development outcomes, and achieving a dynamic balance between economic efficiency and social equity. Based on a quasi-natural experiment of the national pilot reforms for integrated urban-rural development, this study empirically evaluates the policy effects of these pilot reforms from the perspective of inclusive growth in county-level economies. The findings reveal that the pilot reforms for integrated urban-rural development have significantly enhanced the level of inclusive growth in county-level economies. Mechanism analysis indicates that the effects of factor mobility, innovation and entrepreneurship, and improvements in agricultural productivity are the three primary pathways through which these pilot reforms promote inclusive growth in county-level economies. Heterogeneity analysis shows that the positive impact of the pilot reforms on inclusive growth is more pronounced in eastern regions, industrially dominant counties, and counties with higher fiscal capacity. Accordingly, the government should further dismantle institutional barriers to cross-regional flows of urban and rural factors, focus on building regional innovation systems and modernizing agricultural development, and accelerate the formation of a composite driving force for inclusive growth in county-level economies.更多还原
