【摘要】 目的:应用SWOT分析法研究中小型制药企业的药品注册工作，为制药企业加强药品注册管理及促进产品成功上市提供参考。方法:通过SWOT分析法分析中小型制药企业药品注册管理的优势(strengths)、劣势(weaknesses)、机会(opportunities)和威胁(threats)，建立中小型制药企业药品注册的SWOT矩阵和药品注册策略，进而提出加强药品注册的建议。结果:中小型制药企业在药品注册管理中的劣势包括研发综合能力、资金压力、法规解读能力、质量管理体系、临床试验资源、与监管机构沟通和知识产权保护意识等方面的不足。同时，中小型制药企业的内部优势有决策机制灵活快速、成本控制能力强、市场专注度高和政策支持等。在外部环境方面，中小型企业面临的机遇包括新兴市场的扩张、政策扶持和科技进步等，而威胁则包括法规政策变动、知识产权保护、市场竞争和国际格局变化等。结论:中小型制药企业必须考虑到外部环境的动态性，灵活调整药品注册申报策略，以实现最佳的注册路径和市场竞争力。同时，企业应以药品注册为核心，结合自身资源和市场定位，灵活运用多种策略。更多还原

【Abstract】 Objective: To study the drug registration work of small and medium-sized pharmaceutical enterprises applying SWOT analysis method,providing references for pharmaceutical enterprises to strengthen drug registration management and promote the products to be marketed successfully. Methods: SWOT analysis was used to analyze the strengths,weaknesses,opportunities and threats of small and medium-sized pharmaceutical enterprises for drug registration management,and to establish SWOT matrix and drug registration strategy for such enterprises.Suggestions were put forward to strengthen the drug registration. Results: The main weaknesses faced by small and medium-sized pharmaceutical companies in the process of drug registration include insufficient research and development comprehensive ability,financial pressure,regulatory interpretation ability,quality management system,clinical trial resources,communication with regulators and intellectual property protection awareness. At the same time,small and medium-sized pharmaceutical enterprises have internal advantages,including flexible decisionmaking mechanism,cost control ability,high market focus and government policy support. In terms of the external environment,the opportunities faced by small and medium-sized pharmaceutical enterprises include the expansion of emerging markets,policy support and scientific and technological progress,etc. The threats include changes in regulations and policies,intellectual property protection,market competition,and changes in the international landscape. Conclusion: Small and medium-sized pharmaceutical enterprises must take into account the dynamic nature of the external environment and flexibly adjust the drug registration strategy to achieve the best drug registration path and market competitiveness.
