【摘要】 本文聚焦“局处长走流程”“换位跑一次”“一把手坐窗口走流程”等各类领导干部体验活动，将其定义为“体验式治理”，并探究体验如何生产知识并触发行动。调查研究、个人经历与挂职锻炼等都能使领导干部发现问题并优化政府管理与公共服务，但是也存在明显不足。体验式治理旨在通过全过程沉浸式的亲身体验，激发领导干部的共情力与同理心，使其获知真实情况及其来龙去脉，并高位推动和解决问题。体验式治理的关键在于将领导干部的动机、知识与能力融合在一起，从而形成重视、理解和解决问题的行动合力。更多还原

【Abstract】 This article examines the concept of experiential governance including cases like bureau/department heads going through processes,putting yourself in someone else’s shoes,and top executives sitting at the window and following the procedures,and explores how they help to produce knowledge and trigger actions. Research and investigation,personal experience,and temporary assignment training play important roles in facilitating government administration and public services,but their pitfalls are also obvious. Experiential governance is to use the whole-process immersive experiences to inspire cadres’ empathy,recognize the real situation,and steer the problem resolution process. Experiential governance aims to integrate motivations,knowledge,and capacities to unify knowledge and practice in policy implementation.更多还原
